This is an article from 2016… Now I have a wild theory to this, so bear with me lol.
What if this is happening right now. Since Dominion is a foreign company it would fall under election interference from a foreign entity. Then the sanctions to seize the assets would mean a collection of the Dominion software and any servers. Thus another election vote would have to take place.
